Have you been to any cities in California recently? And have you noticed that signs at restrooms telling you to "SAVE Precious Water"? California suffered from the lacking of water at large.

But according to the post at The Economist regarding to water, California lifted its mandatory restrictions on residential water use, because of a wet winter. It is also said that the local districts will soon set their own rules. See this ariticle.
